He basks in the glow of the honor and shows off a fleur-de-lis pin they will send him (after he pays for it.) But Sade recognizes the pin and says Fred Stembottom has one of them. Vic doesn't believe her - there's no way Fred has also been elected to the Congress of Distinguished Americans! But a phone call to Ruthie proves Vic wrong... Fred is a P.C.
Rush comes home and sees a picture of the pin and discusses the fact that the garbage man, Mr, Gumpox is a member of the Congress of Distinguished Americans. And then he tells Vic that he is also a member as all he had to do was send in 20 gum wrappers.

A fine, funny story where Vic's balloon is burst again - typical of writer Paul Rhymer. The only time Vic gets to really succeed at something (elected to Exalted Big Dipper of the lodge) he's only there to make him an easy target of Rhymer's poisoned pen. Every other time he basks in glory of something, it comes to nothing (picture in a quarterly messed up, bio messed up, etc.)
